Article 3 Background
The World Shiology Forum was founded in 2017. Aligned with the United Nations Sustainable Development Goals (SDGs) and based on the concept of “Shiology” (“Shi=Eat+Food”), the WSF is a prestigious international platform for dialogue, with the ambitious goal of achieving an average lifespan of 100 years (8B×100Y) in this century. The WSF is committed to systematically solving the “eat+food” issues that hinder the sustainable development of all of humanity and seeking to establish a “eat+food” order that cares about the needs of the world's 8 billion people. Shiology, a shortened term for the science of “eat+food”, is an innovative discipline established and gradually refined by Mr. Liu Guangwei, the president of the Shiology Research Institute in Beijing, China. It takes “eat+food” affairs as the research object and aims at reveling the formation rules of those affairs. Shiology firstly incorporates eaters’ health, food acquisition, and “eat+food” order into a whole and advocates adopting a holistic approach to solve “eat+food” issues faced by human beings, so as to promote sustainable development for our planet.
In September 2015, the United Nations Sustainable Development Summit unveiled the“Transforming Our World: The 2030 Agenda for Sustainable Development”, which established 17 Sustainable Development Goals (SDGs) to guide the construction of a sustainable society over the next 15 years, addressing crucial problems that need to be solved. It manifests that the international community has reach a consensus on tackling global development challenges - to replace industrial development with sustainability development and to build global governance. Among SDGs, 12 are directly related to “eat+food”, highlighting the fact that without comprehensive and effective solutions to “eat+food” issues, the achievement of the Sustainable Development Goals will remain elusive.
Article 4 Mission Statement
The shiology is a public knowledge system aimed at addressing human “eat+food” issues. The World Shiology Forum, with the goal of human sustainable development in mind, focuses on the “eat+food” issues that hinder sustainable development. It brings together “eat+food” entrepreneurs and experts/scientists from around the world who are committed to sustainable development. The forum aims to explore holistic solutions to “eat+food” issues that threaten human sustainable development, promote a shift from "partial governance" to "holistic governance," and build a global governance system for addressing “eat+food” issues comprehensively.
Article 5 The Council (Organizing Committee)
The Council (Organizing Committee) is responsible for the operation and management of the World Shiology Forum. Its responsibilities include but are not limited to hiring the Forum Chairman and advisors; appointing the Forum Secretary-General; reviewing proposed amendments to the Forum's regulations; reviewing the annual work report and financial statements; approving major rules and regulations of the Forum; deciding on the convening of the Forum; and reviewing and approving the Forum's agenda.
Article 6 The Advisory Committee
The Advisory Committee consists of Honorary Advisors, Honorary Chairmen, Senior Advisors, Chairman, Vice Chairmen, and Chief Commissioners. The term of office for the Chairman and Vice Chairmen is ten years, with the possibility of reelection, not exceeding two terms. Members of the Advisory Committee are expected to provide guidance to the World Shiology Forum, actively participate in various activities, recommend valuable and high-quality resources for the Forum, and support its development.
The Chairman is responsible for determining the Forum's theme, presiding over its sessions, delivering keynote speeches, gathering viewpoints from the Forum, and releasing Forum outcomes; establishing a research platform for global governance on “eat+food” issues with international influence; providing relevant opinions and recommendations to the Council and recommending advisors, scientists, entrepreneurs, and others to the Forum.
The Vice Chairmen assist the Chairman in the work.
Article 7 The Academic Committee
The Academic Committee serves as the highest academic institution of the Forum, overseeing the decision-making, deliberation, evaluation, and consultation of academic affairs. The Academic Committee is committed to pursuing academic ideals, upholding academic freedom, promoting academic democracy, fostering academic innovation, safeguarding academic ethics, and advancing the construction of an academic community.
The members of the Academic Committee are composed of researchers in “eat+food” related fields who hold the title of professor or equivalent. The Academic Committee includes one Chairman and several Vice Chairmen. The Chairman and Vice Chairmen of the Academic Committee are nominated by the Presidium and elected by all members. The Chairman, Vice Chairmen, and members of the Academic Committee serve a term of generally ten years, with the possibility of reelection, not exceeding two terms.
The Academic Committee provides advisory opinions on important matters such as the establishment and adjustment of Forum themes and various topics. It reviews research projects submitted to the Forum Organizing Committee, assesses academic achievements and awards, and recommends participants and speakers for the Forum.
Members of the Academic Committee are invited as guests to attend the annual meeting each year.
Article 8 The secretariat
Based in Beijing, the secretariat is the permanent body of the council and also the service organ to the Presidium. The secretariat is responsible for daily operation of WSF; preparation and execution of WSF events; implementation of decisions made by the council; preparation of annual work report, annual budget, final accounts and financing. It is also responsible for maintaining WSF website (www.shiology.world) as an international online academic research platform and integrating the website with WSF forum, and pays close attention to global “eat+food” trends.
Secretary-general oversees daily work of the secretariat, provides desired service to the presidium, implements decisions made at the council, recruits and dismisses employees, puts forward proposal to adjust functions of the secretariat.
Article 9 The Format
WSF is held annually. Topic for each forum is to be developed based on The United Nations Sustainable Development Goals (SDGs). Solutions to regional and global “eat+food” issues shall be formulated during the forums. In order to solve the issues more effectively, the forum holds the Red Chef Hat charity dinner to donate money to the United Nations World Food Programme and supports the improvement of the world “eat+food” order, with the double “eat+food” discussion form of “eat+food” scientists + “eat+food” industry professionals.
WSF symposiums are held to implement decisions and plans approved at WSF, and are expected to be held in different countries when necessary. The purpose of the symposiums is to promote cooperation between governments, entrepreneurs and experts/scientists in the area of “eat+food”.
Article 10 WSF Seating System
WSF seating system refers to the regulations regarding the attendance slots at the forum. The seating system is based on the principles of accountability in the “eat+food” industry and economic cost-sharing. It is a system that selects and recognizes representatives who align with the United Nations Sustainable Development Goals in different fields of “eat+food” industry. Both the WSF forum and symposium adopt the seating system, which includes seats for government officials, research institutions, experts/scientists, “eat+food” industry professionals, media representatives, and others.
The seats are available for a fee, encouraging “eat+food” industry professionals to claim one or multiple seats for experts/scientists and supporting researchers to participate in the forum.
Article 11 The Sources of the Funds
WSF is an NGO. The sources of the funds are:
Forum/Symposium Seat Fees
All the funds of WSF shall be used pursuant to WSF mission and shall be in line with the business scope set forth in this Charter and related regulations.
Article 12 Financial Management
WSF shall comply with internationally accepted accounting principles and accounting rules of the host country, and shall ensure that the financial books and records are legal, accurate and complete.
Each year there shall be an audit of the WSF accounts by an internationally recognized auditing firm.
Insurance, welfare and other employment benefits of WSF staff shall be in compliance with applicable regulations of the country where the secretariat is based.
Article 13 Procedure for amendment
Any amendment to the Charter shall be submitted by the Secretariat for review and approval by the council.
Article 14 Supplementary Rules and Regulations
Matters not specified in this Charter will be formulated in relevant rules and regulations. After its adoption by the Council, the rules and regulations shall come into effect.
Article 15 Languages
The official working languages of WSF shall be English and Chinese.
Article 16 Interpretation
The authority to interpret provisions of the Charter shall rest upon the Council.
Article 17: Effective Date
This charter was amended and approved by the Council of the WSF on May 6, 2023, and shall come into effect on that date.
